Employees engaged through contractors or agencies, such as security guards, housekeeping staff, or other outsourced personnel, are also included if they are working at the establishment.
The total employee strength is the combined count of direct employees and eligible contract workers.
What If Employee Strength Falls Below 20?
Under the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952, once an establishment becomes liable for EPF registration and obtains a registration number, the coverage does not cease merely because the number of employees later falls below 20.
